Sports Betting Sites in Arkansas - What’s Legal?

Arkansas sports betting became legal with the passage of Arkansas Issue 4 in November 2018. This allowed provisions for four casinos with physical sportsbooks around Arkansas. Legal snags and changes delayed the release of casinos for some time, but we’re finally seeing some movement in that arena with the opening of the first physical sportsbook in the state at the Oaklawn Racing Casino Resort.

Senate Bill 669 is the bill permitting licensed mobile wagering on athletic events. Championed by Democratic senator William Bond, the bill would provide a legal framework for the physical casinos in Arkansas to start offering Arkansas online sports betting. Bizarrely, the bill was released on April Fool’s Day 2019, and the bill did not pass.

However, the presence of a bill that has been adjourned “sine die” simply means that the Senate intends to discuss it at an undetermined date in the future. We’re hoping that the changing national opinion towards betting will cause Arkansas online sports betting to move closer to legality in the coming months.

Arkansans looking for legal online sports betting should probably lace up their voting shoes-- many senators are leaving office in 2020, and the fresh infusion of new politicians could be just the thing to get AR online sports betting off the ground.

At the moment, there are no ways to do any kind of legal AR online sports betting. The one senate bill intended to legalize sports betting was promoted by a Democratic senator who does not intend to run for re-election. This bill, SB 669, was adjourned “sine die”, meaning that there is no scheduled session to discuss it in the future.

That being said, we expect a new crop of senators in 2020 to have a more favorable attitude towards Arkansas online betting becoming legal-- public opinion towards gambling is changing. The general consensus seems to be that Arkansas sports betting should be legal, but no one is quite sure how to bring it online.

Betting Apps in Arkansas

As we’ve stated, you’re not going to be able to find AR betting apps until SB 669 gets revitalized in the Arkansas Senate. However, there are a few casinos and one in-person sportsbook offering AR sports betting, so we expect them to be the first to release AR betting apps.

Oaklawn Racing Casino Resort has already started offering in-person sports betting, and customers are already celebrating their competitive odds and variety of sports. Expect to see AR sports betting find a suitable online home at Oaklawn as soon as it’s legal.

Southland Casino Racing is also expected to offer sports betting to its customers in the coming months. This racino is well-known for an excellent location and exciting games, so it’s a fair bet that the sportsbook will be similarly worth your time.

There are quite a few proposed casinos in the pipeline, so expect them to try their hand in the AR online betting market as soon as possible. Saracen Casino Resort, Hard Rock Casino and Hotel, and River Valley Casino are all slated to open in the near future. Of these, the Hard Rock Casino and Hotel is the only one with previous betting experience, so expect to see AR betting apps coming from Hard Rock relatively soon.

Arkansas Online Betting FAQ

The following is an FAQ section where you can find plenty of information about Arkansas online betting.

Where can I legally bet on sports in Arkansas?

At the moment, only Oaklawn Racing Casino Resort is offering legal sports betting in Arkansas.

How can I legally bet on sports in Arkansas?

Visit Oaklawn Racing Casino Resort with valid ID proving you are 21+. Then, just pick a game and place your bets!

When can we expect AR legal online sports betting?

Uncertain. The last senate bill to legalize sports betting (SB 669) was left adjourned “sine die”, meaning there is no plan to discuss the bill again. We are hoping that general public opinion towards gambling, plus a new crop of senators in 2020, means that we’ll see SB 669 or a revised version back on the senate floor.

It may be in 2020 or later before Arkansas legalizes online sports betting.

How close is Arkansas sports betting to becoming a reality? It depends on how one of the state’s racetrack casinos defines “soon.”

Southland Gaming & Racing in West Memphis, Ark., is advertising that a sportsbook is “coming soon.”

Legal Sports Report has inquired with Southland about a timeline to launch. There is currently no reference to a sportsbook on the racino’s website.

Arkansas and sports betting

Arkansas has been moving closer to legal sports gambling in recent months. At last check, the state’s racing commission had approved sports betting rules.

The state’s voters approved expanded casino gaming, as well as sports wagering, in November.

That measure, as passed, required sports betting applications to be taken by this summer. But the timeline might be more accelerated than previously thought, based on Southland’s marketing.

Oaklawn Racing & Gaming is the other existing facility at which wagering could take place, in addition to gaming facilities that haven’t been built yet.

Delaware North and sports betting

The Delaware North-owned property announced a $250 million expansion of the Southland facility in January.

The company had already deployed sportsbooks in West Virginia, via its Mardi Gras and Wheeling Island casinos, as well as an online app.

A BetLucky sportsbook?

Delaware North appears to be deploying the brand it used for its WV sportsbook app, BetLucky.

That brand has taken an early hit, as the app and the two retail sportsbooks abruptly stopped taking wagers last week, with little explanation other than it was due to a “contract dispute.”

Miomni powers (or powered, when they were open) Delaware North’s sportsbooks thanks to a deal signed last fall.

It’s not clear if the snafu in West Virginia will affect the potential rollout of Arkansas’ first sportsbook.
